
Norma is a monitoring, evaluation and learning (MEL) specialist within global health, with over 10 years of experience in health system and research data management and analysis, and monitoring and evaluation of global health programs. She also has knowledge and experience in planning, design and implementation of MEL systems for large-scale projects, and devising and delivering training in M&E development and implementation including facilitation of learning-oriented analysis sessions of MEL data with multiple interest-holders.
Norma holds a Master of Science degree in Operational Research and Management Science from Lancaster University (UK) and is an expert in designing and implementing M&E systems for complex multi-country implementation research projects. She is skilled at program evaluation, coordination of research activities, quantitative analysis, evidence synthesis, and management of national datasets. Prior to joining KNCV, she worked with the United Kingdom’s National Health Service as a health data manager and analyst. Norma is also experienced in conducting data quality audits for national data collection and international research projects, developing data models to support decision making, and automation of data processes.
Within KNCV, Norma provides technical assistance and training to National TB programs and international partners, on data collection, analysis, visualization and dissemination of TB surveillance, epidemiological, survey and programmatic data, and coordinates reporting and knowledge sharing across countries. She is responsible for data management on the ASCENT and Dream Fund projects, designing and developing the full data life cycle to support implementation and research. Norma led a process evaluation of the ASCENT effectiveness trials on digital adherence technology (DAT).
